NATIONAL POPULATION COMMISSION (NPC) is a federal government ministry that is established to help process Nigerians and foreigners birth certificate that were born in Nigeria.

Birth certificate issued by hospital (public and private)church or mosque are not acceptable as legal birth certificate to be presented as birth certificate in school,embassies,immigration purpose,visa processing or for employment
Nigerians and Foreigners that were born in Nigeria before establishment of NPC in 1992 will obtain birth certificate called ATTESTATION OF BIRTH CERTIFICATE ,which is acceptable as government legal documents.
Attestation of birth certificate is the same as Nigeria birth certificate from NPC as result of establishment of NPC in 1992 and many people applying were born before 1992.
Nigerians and foreigners that don't have birth certificate can apply for birth certificate that have change of name,that were born in rural area(village)or misplace their birth certificate.
Nigerians and foreigners who need the birth certificate for visa processing,immigration purpose,residents permit abroad and schooling abroad can apply for the birth certificate.
